The chief minister has discretionary powers to allot only stray sites. A stray site is one which is allotted to a site-seeker but subsequently cancelled due to various reasons. In a year, the CM can allot not more than 30 per cent of the total stray sites identified in that year. The stray sites have to be allotted only to those who are in public life as determined by the CM.

The cost of the stray site is calculated by taking into account the original allotment rate fixed by the BDA plus 15 per cent. After the coalition government came to power, no site has been allotted to the public.

When J H Patel was the CM, he had allotted 270 sites in two years, while Mr S M Krishna as CM had allotted 320 sites during his tenure of four-and-half years, according to BDA sources.

During Mr Krishna’s tenure, the BDA had allotted 50,000 sites to the general public, while no site allotments were made during the Patel regime, the sources said.
