Govt to regularise unauthorised buildings

BANGALORE: In a move that could bring cheers to thousands of families living under the threat of demolition of their unauthorised dwellings constructed on revenue and private lands, the government has decided to issue an order to regularise all such structures.
An official order in this regard is likely to be notified in the next couple of months.
Chief Minister H D Kumaraswamy, who held a meeting of senior officials to discuss the implementation of the Land Revenue (Amendment) Act 2007 – that proposes to jail land grabbers besides filing criminal cases against such people and officials who colluded with them - told reporters on Friday that the government may notify the order to regularise residential and commercial buildings on July 15.
The CM said that owners of all such unauthorised structures will have to pay a penalty of 25 to 45 per cent of the prevailing market rates of a particular building in that particular area for seeking regularisation.
``This is a one-time measure and all concerned will have to pay the penalty within 15 days after notifying the order,'' Kumaraswamy said, and urged the people to fully utilise the opportunity.
As per the proposed rule, owners of all unauthorised commercial establishments have to cough up 45 per cent of an estimated total market value of the property, while owners of such residential structures will have to pay a penalty of 25 per cent of the total estimated market value of the property to get their buildings regularised.
For those who have constructed houses on 20X30 plots, the government is considering reducing the penalty, the CM said. Once these unauthorised layouts are regularised, the government will provide all basic facilities, Kumaraswamy added.
Governor T N Chaturvedi had recently given his assent for the Land Revenue (Amendment) Bill 2007 which was approved by the legislature in the Budget session.
The government is hastening the process of notifying the Act as it would lapse if not implemented within three months after the Governor's assent, the CM said.
