Bangalore: Day 1, pick up an application, fill it and submit it. Day 3, walk home with a sanctioned building plan.
Mid-October onwards, getting a building plan sanctioned is slated to be a breezy three-day affair, with the Bangalore Mahanagara Palike’s new scheme Automatic Plan Sanction (APS).
If the APS is implemented in earnest, it could change the face of the construction activities in Bangalore as also address the issue of building violations.
Typically, getting a building plan takes anywhere from three to seven months. Under this scheme, sanctioning a plan is a single-window initiative to issue automatic plan sanctions for single dwelling units, subject to pucca papers and documents. The scheme covers all properties falling under the BMP limits and is restricted to only single dwelling units where the site measurement does not exceed 4,000 sq feet.
Explains BMP special officer (resources) Vasanth Rao, “Often we don’t know who plays mischief, why a building sanctioned with certain specifications deviates from original plan. With APS, it is mandatory to get a plinth certificate after the building has progressed to the plinth level. After the foundation is laid, there’s little scope for building deviations.’’
Under the APS, a citizen will require the assistance of an engineer, architect or supervisor — all duly registered with the BMP to prepare the single dwelling plan as per byelaws.
The caveat is that the BMP can refuse permission for construction in some sites for health, safety or reasons valid in bye-laws. For constructions commencing after 2003, it is mandatory for builders to have provisions for rain-water harvesting and plan sanctions can be refused if that is not adhered to.
To lend a professional touch to all plan sanctions, the builder or anyone constructing a house will have to quote the PID (property tax index) in all transactions, a la PAN card, says Rao.
The sanctioned plan under APS is valid for two years from the date of sanction; the building should commence within the period, else, it stands expired.
