Where is the real congestion?

I have been travelling to Electronics City every day on work for the last two months. On an average, the time taken to travel the 2 Km distance from the Jayadeva Institute of Cardiology junction to the Silk Board junction takes 20 minutes. The time taken to travel the 13 Km distance from Silk Board to Electronics City also takes 20 minutes. Where is the real congestion? And the completion of the flyover at the Jayadeva junction will only exacerbate the problem as it will make it all the more easier for traffic flowing towards Silk Board to flow unhindered at the junction.
