The bill aims at the creation of a comprehensive governance structure for the city

The Agenda for Bengaluru Infrastructure Development (ABIDe) has come up with the Bengaluru Region Governance Bill, 2009.
The bill aims at the creation of a comprehensive governance structure for the city of Bengaluru and the Bengaluru Metropolitan Region, which is directly accountable to the urban citizen, wherein the urban citizen will be the central focus of governance.
The bill has been hosted on the website (www.bengaluruvedike.org) for public suggestions.
If the bill is passed by legislature, it would supersede the KarnatakaMunicipal Corporation Act 1976, which governs all kinds of civic administration.
One of the highlights of the bill is about regular master plans for the Bengaluru Metropolitan Region. The Bill states that such a plan would be called the City Master Plan and should be done after carrying out a survey of the entire area.
In order to safeguard the government properties under the corporation jurisdiction, the corporation shall maintain a detailed land asset register of all corporation property within the territorial jurisdiction. The corporation is also expected to update the register on an annual basis.
The bill proposes to elect mayor by public election just as the councillors of the corporation are elected. The term of office of the mayor has been fixed for five years.
There is also proposal to have standing committees for taxation and finance, public health, town planning and improvement, public works, accounts, education and social justice, appeals, horticulture and marketing.
There is also proposal for Neighbourhood Area Committee whose convener shall be elected in accordance with persons whose names appear in the electoral rolls of the polling booths in such Neighbourhood Area, nominated by the corporation in consultation with the councillor of the corporation representing the ward.
No person who is disqualified from being a member of the state legislature, no servant of the corporation and no full time servant of the state government or Central government shall be qualified for election or for holding office as a councillor.
