The state has approved only Kem- pegowda Layout, by acquiring 4,815 acres of land
The five new lay outs proposed by the previous H.D. Kumaraswamy government in the city are yet to take off and have remained on paper. Officials at BDA claim that the present government is not very keen on pursuing the Master Plan 2015, in which these mega layouts were envisaged.

The five new layouts are Nadaprabhu Kempegowda Layout, K. Shivarama Karanth Layout, D. Devaraj Urs Layout, Kyasambahalli Changalaraya Reddy Layout and S. Nijalingappa Layout.

According to BDA sources, “The new government is not too keen on taking this project forward. Even the basic process of zeroing in on the land required has not happened,” an official said on the condition of anonymity.

According to sources, politicians own land in many areas where the layouts were finalised which is hampering the acquisition process.

The BDA has also failed to provide necessary civic amenities at its earlier layouts like Visveswaraya Layout, Anjanapura Layout and Banashankari 6th Stage.

Of the five new layouts, the state has approved only Kempegowda Layout acquiring 4,815 acres in Kengeri spread across 12 villages. The preliminary notification for this layout was issued in March 2008, inviting objections from the public. BDA received around 700 objections and suggestions from villagers. The objections have been scrutinised and the final notification will be issued in two months, said sources.

Later, BDA will invite applications for site allotment. Recently, the Cabinet had also approved Shivarama Karanth Layout between Doddaballapur and Hesaraghatta Road but land acquisition is yet to begin.

Around 1.76 lakh sites including civic amenities and commercial sites will be formed at the 5 layouts where BDA will distribute 90,000 sites.
