Bangalore: The pay-and-park solution to Bangalore’s parking space woes is back. And with a PPP stamp. The urban development department directed the Bruhat Bangalore Mahanagara Palike (BBMP) to prepare a pay-and-park PPP scheme and invite offers from traders’ associations to develop the system on select roads in city.
The BBMP is working out the modalities and 37 roads proposed in this connection. Sources in the BBMP said the scheme was “under consideration’’. The move has been spurred by the pilot pay-and-park project taken up by traders on Brigade Road, in association with the BBMP.
In a letter to the BBMP commissioner on May 22, 2008, the UDD under-secretary said the government considers exemption from the “usual tender process’’ for the scheme but for the condition that the scheme is amply publicized. If more than one association comes forward to implement the scheme on the same road or area, the BBMP will spell out details of the selection process in advance.
The metered system is planned on a build, operate and transfer (BOT) basis. Details of the investment and revenue-sharing model are being worked out. The system is operational on Brigade Road and Commercial Street. The government’s nod to the proposal — based on the successful pay-andpark examples and in consultation with traffic police — comes in the wake of a severe road space crunch.

Bangalore: Launched in 2004, the metered pay-and-park system on Brigade Road is model for the BBMP’s new scheme. According to Suhail Yusuff, secretary, Brigade’s Shops and Establishments Association (BSEA), the paid parking model — implemented in association with the business community — is the way forward to address parking space woes. “Adequate parking space means more shoppers on the road and that benefits traders. In terms of cost, the parking fee is insignificant when compared to the amount of fuel spent by motorists on searching for parking,’’ says Yusuff, who pioneered the automated parking model in the city.
Brigade Road has 85 bays that accommodate about 1,600 four-wheelers every day. The parking charges are Rs 5 (for 30 minutes), Rs 10 (1 hour), Rs 15 (1 hour and 30 minutes) and Rs 20 (2 hours). The traders’ association invested in the equipment and the manning staff. The revenues (approximately Rs 4 lakh a month) is shared by the association and the BBMP on a 50:50 basis.
