While, most changes can be hoped for only in the next financial year, at the moment, the BBMP authorities have vowed to put in place a proper administrative structure and function in the redefined boundary.


An interim plan will drive the Bruhat Bangalore Mahanagara Palike (BBMP) through its transitional phase. “Effective decentralisation and empanelment to the additional area of 500 sq km have become inevitable. The immediate plan is to break up the new areas into five zones,” said BBMP Commissioner K Jairaj, sharing the plans for the Greater Bangalore area with reporters on Thursday.

Said Special Commissioner Gaurav Gupta, “Before working out the nuances of taxation, revenue generation and public service provisions, which demand changes in the existing laws, we want to focus on restructuring administration. Greater Bangalore will not spell out overnight changes in status quo in the seven CMCs, one TMC or the 110 villages.”

Administrator Dilip Rau expressed concern over the urgent need to ensure continuity in services in the new areas. “For this, we need to increase the staff strength. Apart from deputation, we will still need recruitment of 4,000 personnel.” “To overcome shortage of manpower, the plan is to depute officials from other departments, direct recruitment for field posts, contractual appointment of experts like IT advisor and urban planners and absorption of existing staff,” he added.

According to the interim plan, CMC commissioners have been inducted as deputy commissioners in the BBMP area and will continue to work at the new zonal offices - Mahadevapura, Bommanahalli, Rajarajeshwari Nagar, Dasarahalli and Byatarayanapura. While, joint commissioners of the BMP will also hold additional charge as JCs in the five new zones.

Five new zones

*Byatarayanapura Zone: 130 sq km, 3.5 lakh; Yelahanka CMC, Byatarayanapura CMC & 28 adjoining villages

*Mahadevapura Zone: 139 sq km, 3.9 lakh; KR Puram CMC, Mahadevapura CMC & 23 adjoining villages

*Bommanahalli Zone: 100 sq km, 2.8 lakh; Bommanahalli CMC & 32 adjoining villages

*Rajarajeshwari Nagar Zone: 141 sq km, 1.8 lakh; Rajarajeshwari Nagar CMC, Kengeri TMC & 17 adjoining villages

*Dasarahalli Zone: 62 sq km, 3.1 lakh; Dasarahalli CMC & 11 adjoining villages



What nags bbmp

*Only about 30 pc of properties assessed; poor property tax compliance

*Ban on levy of Betterment Charges since March 2003

*Surcharge on stamp duty completely stopped for CMCs

*Insufficient field staff

*Unauthorised constructions, rampant encroachment

*Greater slum population (15 per cent) compared to 9 per cent in BMP area *Poor records and documentation

*Poor infrastructure facilities

*Emphasis on sanitation and solid waste management

*Impetus to ongoing ward works

*Survey to plan for water scarcity in summer

*Short-term development plan to pep up basic services

*Strict enforcement to check building bye-law violations, unauthorised construction
