‘Stink’ operation targets new apartments
Identifying Landfill For Waste Disposal Must To Get KSPCB’s Clearance

Bangalore: Want clearance from Karnataka State Pollution Control Board (KSPCB) for the apartment complexes? Then identifying a landfill for disposal of garbage generated from the flats will be mandatory in future.
Without this pre-requisite, clearance under the Water and Air Act will not be given.
KSPCB will bring in this policy soon aimed at reducing BMP’s burden. The move is a spin-off of mushrooming housing complexes on the city outskirts which is putting a lot of pressure on the garbage disposal system. Also, in the light of the proposed Greater Bangalore project which will burden the sanitation department.
“Any new apartment construction will have to follow this rule. We have applications of about 70 apartments which are pending approval and we are insisting the developers identify landfills on co-operative basis. The Board will give technical inputs about developing landfills scientifically,’’ KSPCB chairman H C Sharat Chandra told The Times of India.
For instance, an upcoming apartment complex on outer ring road with 450 flats is estimated to generate 880 kg of garbage per day. The move can generate employment: individuals can collect garbage from the cluster of apartments in the same area and dump it in the landfill, in return for a service charge.
The new model works like this: developers of upcoming apartments in each area can get together, identify a land close to the area for landfill and purchase it. Naturally, the cost of the land will be transferred to the flat buyers. The resident associations will organise vehicles and workers to collect garbage from flats every day which will be dumped in the landfill. User charges will be collected from the residents.
These apartments will be excluded from paying solid waste management fee which is being proposed by the BMP for garbage collection.
The pollution control board has to give clearance for every big construction. According to the new guidelines by the Union ministry of environment and forests, environmental clearance is mandatory for constructions with 20,000 sq mtr up to 1.5 lakh sq mtr of built-up area.
