City roads to become crorepatis!

Bangalore: It’s not just people. Even the roads of the IT City are becoming crorepatis!

In a four-phase plan under the Karnataka Municipal Reforms Programme, funded by the World Bank, the state is spending a whopping amount on 41 of the city’s roads: Rs 1.15 crore per km!

Given that the average spend on a kilometre of road anywhere in the state is about Rs 12 lakh, the aim is to make Bangalore’s roads truly international. “Not only will the road be upgraded as per the highest quality parameters, but footpaths, storm water culverts, street lighting and signages will be fixed up,’’ nodal agency Karnataka Urban Infrastructure Development and Finance Corporation (KUIDFC) general manager (urban affairs) Ashok Jain told The Times of India.

The project has already faced the usual hurdles: It was to take off in Oct, but was delayed up to March, as the Bangalore Mahanagara Palike council did not clear it.

In a flurry of activity unusual for the bureaucratic circles, the project finally began after the urban development department took up the matter suo motu and reportedly ordered the BMP commissioner to expedite the project. Work orders have now been issued for all four phases that include some unexpected roads in chief minister H D Kumaraswamy’s residential area of J P Nagar.

Work on the first phase, which has balanced the IT/ BT areas with the trafficheavy major arterial roads in all directions, has started. And none too soon the formal loan agreement between the World Bank and the state, with the Centre standing guarantee, is to be signed by April-end/May first week. If the road work is not started or completed in time, the state has to pay a stiff penalty for taking the money and not using it!

The financials worked out for loan repayment are: The state will bear 40% of the Rs 149 crore released for the 41 roads selected for upgradation. Another 50% will be a loan to the BMP, to be repaid to the government, while 10% — Rs 14.90 crore — will be BMP’s upfront contribution.

How Rs 1.15 cr per km is spent

Road laid with international quality thickness of 50 mm macadam, another layer of 30 mm bituminous concrete on top of it. Pavements. Street lighting. Signages. Medians with plants/grass. Any other ‘road furniture’ needed.
