Bill to be introduced in the coming Legislature session

BANGALORE: In the light of the Supreme Court and the Karnataka High Court's rulings on the registration of revenue lands, plots and structures developed on them, the Government will bring in suitable amendments to the Karnataka Registration Act in the larger interest of public.

Deputy Chief Minister M.P. Prakash, who also holds the Revenue portfolio, said this after a meeting with officials of the Finance, Urban Development, Law and Parliamentary and Revenue Departments.

The meeting deliberated upon various aspects of the court rulings both from legal and public policy points of view.

Certified copies

Although the Government is yet to receive the certified copies of the Supreme Court's observation on the issue, it discussed the issue on the basis of the copies downloaded from the Court's website, he said.

After the Cabinet's ratification, a Bill seeking amendments to the Karnataka Registration Act will be introduced in the coming Legislature session. The objective of the Bill is to enable registration of revenue lands and plots and structures developed on them in compliance with the rulings of the Supreme Court and the High Court of Karnataka.

Legal status

However, amendments effected will gain legal status only after the Bill passed by the Legislature obtains the President's assent, he noted.

Referring to the question regularising the illegal lands, plots and structures in Bangalore, he said that the proposal will be placed before the next Cabinet meeting.

Many of the layouts formed on revenue lands in the city have violated the guidelines of the Urban Development Department.

They were formed without providing sufficient space for roads, drainage and other basic amenities.

The Department will collect fine from the owners of unregistered sites to register their properties after the Cabinet ratifies the proposal, Mr. Prakash said.
