THE number of property documents being registered in the various subregistrar offices in the City and the districts have come do wn substantially follo wing the revised guidance value and the restrictions imposed by the go vernment.

According to officials, sub-registrar offices that were hitherto registering 20 to 30 documents a day , are no w registering only a handful of them following the restrictions clamped by the go vernment. Last week, the government announced that the ban on registration of revenue sites will be lifted in two weeks time.

F or instance, revenue sites and a few sites coming under the limits of the Bangalore City Corporation (BCC) cannot be registered unless the appropriate documents are produced. Sub-registrar offices all across the City are no w insisting on records like the necessary conversion order issued by a competent authority , a layout plan approved by the planning authority and an assessment register extract from the local body concerned as per current rules.

A property developer said that on an average, there had been an increase of 40 per cent in revised guidance values for all Bangalore properties. However , the increase was not uniform throughout the City .

H e said the guidance values of sites and buildings surrounding Bangalore had doubled, while there was only a marginal increase in the guidance values for properties coming under Bangalore.

A senior official from the Stamps and Registration department said that follo wing the increase in guidance value, the go ernment was expecting an additional revenue of a few crores. The go vernment is also contemplating to issue separate guidelines for properties coming under the Bangalore and Mysore City Corporations.

At present, sites approved by the Bangalore Development Authority can be registered if the owners produce the appropriate documents. The senior official also said that the registration fee should be brought do wn to at least five per cent from the present 8.9 per cent to prevent people from resorting to the General P o wer of Attorney option.

The go vernment has formed a sub-committee to arrive at a decision on registering revenue sites. H o wever , no concrete decision has been arrived at even after a meeting on Friday .

A revenue expert said the ceiling imposed on registration of revenue sites was making it difficult for the common man to buy a site. A property buyer would now have to shell out almost twice the earlier amount as registration fee following the hike in guidance values. The guidance value should be fixed after weighing the pros and cons, the expert added.
