Bangalore: The State government was contemplating to impose penalty to regularise sites or houses in private layouts which were constructed without proper documents, said Deputy Chief Minister in charge of Revenue M P Prakash.

Prakash who discussed the issue at a high power meeting attended by senior officers of the Revenue, Urban Development and Muncipal Administration departments on Monday told reporters later that several suggestions had come to lift the ban on revenue sites.

One of the suggestions to lift the ban on revenue sites and houses in unauthorised layout was by collecting a fine from the present owners to regularise the property, he said.

However, he clarified, this would be done for structures or registered properties existing on or before March 31,2005 before the circular to ban the registation was issued.

He said all layouts or sites formed after this date would have to have the relevant approval from the authorities concerned like Bangalore Development Authority, Bangalore Metropolitan Development Authority or other such government approved entities.

The department has been working out a concrete plan to create a system and it would soon come out with the exact amount of penalty/fine to be paid by each owner. It would differ from area to area and also the dimension of the sites and house in it, he said.

However, the sub-registrar would not register the property if the owner failed to pay the penal charges.

Gramatana sites:Prakash said guidelines had also been issued to identify gramtana sites. Under this a certificate to prove that the land comes under the village had to be issued by the local village accountant.

He had been directed to issue a temporary map indicating the place of the property in the village set up which would authenticate and validate the claim for the sub-registrar to register the document, he said.

The proposal would soon be placed before the Cabinet for approval, he added.
