Govt okays BBMP draft rule on SAS

The government on Tuesday gave its nod to the draft rule proposed by the Bruhat Bangalore Mahanagara Palike (BBMP) commissioner for collection of property tax under the self assessment scheme in the City.


The BBMP will first invite public suggestions and objections on the draft rule. After waiting for fifteen days, it will start collecting taxes.

As declared by the government earlier, the draft rule proposes a hike of 20 per cent in property tax compared with the earlier rates under the SAS.

In addition to it, the taxes would be collected either in one installment or two.

Avoiding confusion

The rule has elaborate definitions to avoid confusion in the minds of the people. The BBMP also proposes a concession of 5 per cent on the tax payable, if it is paid well in time.

“Whatever was the convention earlier has now become a rule after an amendment on October 25 where a new section 108 (A) was introduced in the Karnataka Municipal Corporation Act (KMCA). The new rule fixes property tax on the basis of unit value of the property within the jurisdiction of the BBMP,” said a senior officer in the urban development department.

Some inclusions

The new rule has some new things as well. The word “building” also includes telecommunication towers or hoardings. The rule says: “Telecommunication towers include the area covered by the extremities of foundation multiplied by the total height.”

About hoardings, the law says: “Hoardings include the area covered by the hoarding or the size of the hoarding whether erected on poles or fixed to wall surface or erected on top of the building or erected by any other means within the land or building.

The rule also authorises the BBMP to collect taxes from those who use their property for parking facility and collect fee for it.
