Experts feel that delay in completion of projects is the biggest hurdle to development of the city.

Time is of utmost importance they say.

Captain Raja Rao, BBMP Technical Advisory Committee member and former chairman of expert committee constituted by High Court to study roads, said, “The impact of any infrastructure project on traffic has to be assessed in advance to avoid inconve nience to the public.

“Based on the assessment, alternate roads have to be identified and strengthened for traffic diversion. There has to be co-ordination between traffic police and the implementing agencies in diverting traffic, Mr Rao said.

“Traffic diversion and shifting of utilities have to be mentioned in the project itself. To avoid delay in project, required land acquisition, rehabilitation and compensation package should be taken care off,” he added.

“The project has to be time-bound, keeping in mind the rainy season. Adequate measures have to be taken to avoid delay during rainy season. In case of delay in project, the contractor has to be penalised, he said.

Mr N. S. Mukunda, civic affairs centre president, said, “Basically, BBMP lacks planning before taking up any major project. To top it, the BBMP lacks capacity to complete it in time. Failing to provide alternate road puts public in inconvenience to a great extent.” He added that the BBMP has to do a major surgery to its capacity and improve the same. Arterial roads and sub-arterial roads have to be strengthened on priority basis. The project should be executed in stipulated time for which the public would be mentally prepared.

“Public may not tolerate overstepping deadlines.

Presently, the BBMP has no capacity to handle projects worth Rs over 20 crore,” he said.

Lokayukta Justice N. Santhosh Hegde, said, “Infrastructure activities are actually taken up to avoid traffic congestion in the city. However, during the period of construction public have been put to great inconvenience especially school/college students and office-goers. The plight of those staying near projects site are worse.” BBMP should stick to deadlines and take up works only when they are prepared to complete it as per schedule. Public should not be caught off-guard and they should be informed well in advance about traffic diversions at alternate roads, Mr Hegde added.
