Three road under/over bridges (Ru/oB) were proposed in 2004 and commenced work in early 2005. The project period was 18 months for all of them. More than two years later the projects are in various stages of incompleteness.



Apparently the Bruhat Bangalore Mahanagara Palike (BBMP) seems to run into trouble whenever it works with Indian Railways. All the RuBs/RoBs are taken up by the Railways upon request from Palike. While Palike bears all the cost, the projects are executed by the Railways.

The RuB near ITC factory was expected to be thrown open to traffic by the end of 2007 and BBMP revised the deadline and said, in its budget, that it would be open by August 2008. After another revision, the RuB is to be inaugurated by December 2008. Palike special commissioner (Projects) K R Srinivasa told Deccan Herald that BBMP had little role to play now. “We have had a discussion with the Railways who told us that they have had problems with the contractors of late. The contractors have demanded cost of escalation and the Railways is dealing with that. We would be inviting railway officials to another meeting soon so that the project can be speeded up,’’ he said.

Srinivasa said that the project cost was about Rs 7 crore and Palike had paid all the money to the Railways.
A similar fate awaits the RuB in Frazer Town. This also would be completed by December 2008, one year after the scheduled deadline. “Once we pay up the cost to the Railways, we don’t have much say,’’ said Srinivasa.

However, the RoB in Mathikere across Gokula railway crossing seems to be reaching completion little earlier. The RoB that would ease congestion on road connecting to New BEL circle on outer ring road, was supposed to be completed in last year but the Palike budget had hoped to complete it by June 2008. Now the deadline is postponed by another two months.

“The Mathikere RoB would be open to traffic by August 2008,’’ said Srinivasa.

Derailed and Delayed

Sticking to deadlines gets particularly tricky for the BBMP when it has to execute the infrastructure projects in association with the Railways or Defence organisations. A case in point are the ongoing works on Railway Under Bridges and Railway Over Bridges, which suffer due to lack of coordination between the Palike and the Railways.

The government had prepared the schedule of delimited wards in Bruhat Bangalore
MahanagarA Palike (BBMP) much before the Karnataka High Court ordered it to conduct civic polls in two months. After working on various drafts, the government has eliminated anomalies, like a single ward falling in more than one assembly segment. The draft of schedule of wards complete with boundaries of all wards is awaiting cabinet approval.
