Bangalore: Bangalore Mahanagara Palike (BMP) commissioner K Jairaj on Tuesday asked builders to popularise the Transfer of Development Rights (TDR) scheme, as it would create a win-win situation both for BMP and the builders.
Speaking at a discussion on ‘TDR and Other Bangalore Infrastructure - Issues and Problems’ organised by the Karnataka Ownership Apartments Promoters Association (KOAPA), Jairaj said the project is not moving forward as the scheme is unpopular among residents.
Clarifying that TDR is a workable model and is in fact adopted in other cities like Mumbai, he said, “We need to educate people that it benefits one and all.”
The land losers will lose land but not Floor Area Ration (FAR). They can go ahead and sell the TDR in the market or construct the same built-up area they lost on the remaining land. But expecting the market value of land for the TDR certificate is not feasible, as most of the construction activity is happening in the peripheral areas, market value of land for TDR certificates purchased in Zone A or Zone B cannot used in outskirts, opined some builders.
Former technical advisor to BMP, R Jaiprasad, made a presentation on the BMP’s roadwidening project. He said 10 of the 85 roads, including Hosur Road, Palace Road, Airport Road, Victoria Road, Dickenson Road and Murphy Road, are being taken up under the scheme. Jaiprasad urged the builders to come forward and surrender land to facilitate road widening.
Small and medium scale minister, Katta Subramanya Naidu, brought forward issues that were damaging the image of Brand Bangalore and plaguing the city.
LAND CONVERSION
The BMRDA is all set to notify around 12,000 acres of land in the five satellite towns in the five taluks of Bangalore and three more in tier III cities including Bidadi,Sathnur and Nandagudi by the month-end and call for tenders by December end to carry out development work.
BMRDA commissioner Sudhir Krishna said he met the investors on Tuesday for taking up work on a BOT basis in these satellite towns.
He said survey for all the projects being carried out by BMRDA will be through by month-end and conversion of agricultural land will begin by December-end.
