Bangalore: Property owners in illegal layouts (revenue) will get some respite with the government working out the modalities for regularising such properties. And in the pipeline is a hefty compounding fee for regularisation with a cut-off date as April 23, 2005.

The cabinet sub-committee formed to frame the guidelines has come out with three-tier penalty rates for Bangalore; Mysore, Mangalore, Gulbarga, Belgaum, Bellary and Hubli-Dharwad city corporations at 60 per cent of Bangalore rates and municipalities at 30 per cent of Bangalore rates. According to the sub-committee note obtained by The Times of India, the three categories have been sub-classified as Zone A and Zone B — where Zone A has guidance value above Rs 500 per sqft and Zone B has guidance value up to Rs 500 per sqft.

For instance: In Zone A of Bangalore, the minimum penalty for 600 sqft area is at the rate of Rs 40 per sqft. And the maximum is for 4,000 sqft area at Rs 100 per sqft. In Zone B, the penalty rates range from Rs 25 per sqft to Rs 60 per sqft.

According to the observations, Bangalore alone has 715 revenue layouts with 1.95 lakh sites. “The urban local bodies in the past have approved such layouts and given khatas and building licences till May 29, 2003 when government withdrew these powers,’’ the subcommittee comprising municipal administration and primary and higher education ministers, officials of the urban development department has noted.

Under this scheme, government is likely to mop up Rs 700 crore from Bangalore alone — nearly 35,000 per site for two lakh sites.

The government is also mulling over purchasing lands in the outskirts of Bangalore to create open spaces, parks, playgrounds, open stadiums and urban forest with the revenue collected, municipal administration minister S R Morey said.

The scheme will not be applicable to government public land where the drains are encroached upon, layouts developed after the cut-off date, land shown as parks, roads, CA sites and open spaces in the layout plan and green belt areas.

Three-tier penalty rates

Bangalore Zone A: Minimum of Rs 24,000 for 600 sqft area at a cost of Rs 40 per sqft. Maximum of Rs 4 lakh for 4,000 sqft area at a cost of Rs 100 per sqft. Zone B: Minimum of Rs 15,000 at Rs 25 per sqft for 600 sqft area. Maximum of Rs 2.4 lakh for 4000 sqft area at Rs 60 per sqft. Other city corporations Zone A: Minimum of Rs 14,400 for 600 sqft area at Rs 24 per sqft. Maximum of Rs 2.40 lakh. Zone B: Minimum Rs 9,000 for 600 sqft area at Rs 15 per sqft. Maximum of Rs 1.44 lakh for 4,000 sqft at Rs 36 per sqft. Municipalities Zone A: Minimum of Rs 7,200 for 600 sqft area at Rs 12 per sqft. Maximum of Rs 1.2 lakh for 4,000 sqft at Rs 60. Zone B: Minimum of Rs 4,500 for 600 sqft at Rs 7.5 per sqft and maximum of Rs 72,000 at Rs 18 per 4,000 sqft.
