Decision follows detection of deviations in land use

BANGALORE: With both the Bangalore Development Authority (BDA) and the Bangalore Mahanagara Palike (BMP) having observed deviations in the land use and in constructions in Koramangala, the BMP has decided to take up an extensive survey of the locality.

The decision was taken after the commissioners of BDA and BMP found violations in both the land use and in constructions in four blocks of the locality they inspected.

Instructions have been issued to take up a "reconitory" survey of the entire Koramangala Extension and the team undertaking the survey has been asked to furnish a report.

Court direction

Both the BDA and the BMP had undertaken the survey following a direction from the Karnataka High Court which had taken a serious view of the alleged deviations of building bylaws, sanctioned plans, unauthorised change in land use and encroachments in the locality.

The court had been given a list of 87 buildings that had allegedly violated the building norms and land use. It had directed both the agencies to probe any violation of zonal regulations, change in land use and encroachment of public property. A joint team of BDA and BMP officials had inspected the buildings and found that 83 of them had violated land-use norms. Most of the buildings had been let out for commercial use though they were earmarked as residential in the plan.

The BMP had set up an engineering team supervised by the Joint Commissioner (East), Chief Engineer (East) and Joint Director of Town Planning. The team had in turn set up three batches to inspect the locality. The inspection commenced from July 14.

The teams inspected all the 87 buildings and noted down violations of zonal regulations, change in land use and encroachment, if any. After the BMP came up with an inspection report, the palike and BDA jointly inspected 13 buildings on July 25.

The BMP teams detailed the present status of the buildings they had inspected apart from photographing them. They also videographed the buildings.

The teams noted that 29 out of 35 sites in Koramangala 5th Block showed violations in zoning regulations, all 12 buildings in 6th Block showed violations in zoning regulations, all ten buildings surveyed in Koramangala 1st Block and 27 out of 30 in 3rd Block showed violations in zoning regulations.
