BANGALORE : I would like to suggest a few ideas that Ifeel needs to be incorporat ed in the vision document of the NURM. Some of them are as follows: * Attention should be given to governmentschools, which are present ly in a bad state. There are hardly any students in some schools, and hardly any teachers in others. These two extremes should be avoidedand a bal ance should be More focus should be given to computereducation, sports and cul tural activities. A school betterment committeeshould be formed to im prove the quality of schools.

* The government hospi tals are also plagued with problems. The doctors are irregular, free medicines are being misused. Thereshould be strict enforce ment of rules in this regard.

* The quality of roads in commercial and residential areas needs to be improved. Placing of religious statues on the footpaths should be checked, and stray animals should not be allowed to move on the roads.

* The problem of beg gars in the City needs to be addressed.

The govern ment’s beggar homes andorphanages need to be improved. The amount sanc tioned to all the wards forvarious activities and ex penditure on the same should be placed before the public for scrutiny.

* Finally, the councillors should frequently inspect their Wards and have joint consultation with residents before planning projects.

I think the traffic conges tion is crossing tolerable levels in the City, and this is basically because of faultytraffic planning. The JNNURM should look at creat ing a scientific system oftraffic management. Pot holes are to be removed,andquality must be strictly en sured when the new road laying is done. Sanitation is another issue that should be considered seriously. A new garbage clearance strategyand solid waste management method must be em ployed. There are several stretches in the City that have open sewers, all those must be cleared and closed.

Public uri nals are badlymain tained, new ones should be built andmain tained.

I think weneed mainte nance ofexisting infra structure before we look at flyovers and underpasses.

The state of CMCs is pa thetic. Even though thereare several construction ac tivities going on, there are no provisions for basic amenities like water, power and roads.

Though many houseshave Cauvery con nections, the BWSSBis yet to sup ply water. There are hardly any roads. The few existing ones areburied un der construction debris. There are no street lights. The frequency of public buses is dismal. There is no accountability of any sort. , The growth of the City’soutskirts is largely uncon trolled.

JN-NURM should ad dress all these problems.We must create a sustainable plan, and this is possible only if citizens work handin hand with the authori ties.
