Infrastructure meet seeks single-window clearance

Bangalore: All states should set up special PPP cells for effective implementation of major infrastructure projects. This was the observations made by principal secretary, infrastructure department, V P Baligar. He was speaking at the CII meet on infrastructure in South India, organised in the city on Friday.
Calling for special purpose vehicles, transparent bidding process, standard bidding documents and an overall regulatory framework, he suggested that formation of district-level committees for PPP projects was a must.
“Frequent changes in government policy, lack of information on policies and complicated concessional agreements are three big challenges facing PPP projects. The other concerns are environmental issues, legality and land acquisition,’’ he added.
Urban development expert A Ravindra said, “India has many laws and we need no more. We want all PPPs to pass through a single-window in the true sense.’’
Land acquisition
Former additional secretary N Vishwanthan said the state government needs to identify location-specific projects to avoid land acquisition hassles. “It is a draconian law and should not be made uniform and universal. It is better to identify location in advance and also address the apprehensions of land-losers.’’
Harvard Business School member Chandrashekar Prabhu felt PPP projects would fail if it is not people-centric. “People should be the most important P in the PPP lingo. If you don’t consult them, the projects will fall flat.’’
Citing the Pune example of land amalgamation, he said, “Pune farmers have come forward to give land for industrial projects as they know they will have a stake in the developed land.’’
“Farmers should be given a stake in land as shares with a lock-in period to tackle land acquisition problems,’’ felt investment banker Shailesh Pathak.
