The tender process for the non-metered paid parking system in select 13 roads has already been initiated by the Bangalore Mahanagara Palike. According to official sources, the system is most likely to be back by early November.
The “yes now, no now” saga of the re-introduction of paid-parking system in the City seems to be inching towards the “yes” mark.
The tender process for the non-metered paid parking system in select 13 roads has already been initiated by the Bangalore Mahanagara Palike. According to official sources, the system is most likely to be back by early November.
A pre-bid meeting in this regard was held on Friday and the tenders are scheduled to be opened on October 21, they said.
The contracts are proposed to be issued in two packages. About 17 parties are learnt to have bought the tender applications that were issued between September 23 and October 6. Sources said that for the time-being, it would be operated as a manually-monitored parking system.
The automated paid parking system is unlikely to come through before January as some issues concerning it are yet to be resolved, they added.
Parking has been fee-free in the City since April 2005. The system, which was introduced as a populist measure by then mayor Narayanaswamy, was never liked by traffic policemen. Earlier this year, the State Government had struck down the Congress-ruled BMP’s resolution and sought the re-introduction of the paid-parking system.
Political muddle
The government’s decision has led to a political muddle in the BMP. The BMP’s BJP unit had taken up arms against the Dharam Singh-led Congress-JD(S) coalition’s earlier decision. The formation of the JD(S)-BJP coalition had further strengthened its resolve to oppose the move. Previously, the BJP had sought to highlight some irregularities in parking contracts issued in the Malleshwaram area.
Meanwhile, with the BMP council’s term inching to a close, the ruling Congress also stood its ground. They would not give way until their term is through, Congress leaders in the BMP maintained.

However, at the official level, discussions between the traffic police and the BMP continued.
On March 24, after the BMP budget proposals were presented, then Commissioner K Jothiramalingam had said that paid parking would make a comeback in April.
Stating that the government had rejected the BMP’s fee-free parking proposal and the government’s response has been recorded before the BMP council too, he had explained that, as such, the government’s decision stands as final until notified otherwise.
The BMP had then constituted an all-party committee, headed by mayor Mumtaz Begum, to look into the matter.
In the following days, Mumtaz Begum had noted that as the government had issued a direction to the BMP, it had no option but to re-introduce the paid-parking system.
