BCC throws open tender processes to PWD contractors

HE monthly meeting of the Bangalore City Corporation (BCC) Council on T uesday witnessed noisy scenes with members coming down heavily on BCC officials for the delay in completing the package works meant for developing roads.
M embers, cutting across party lines, held the officials directly responsible for the delay in completing various development works, including road repairs, in the City . They placed the progress of various works at the ward level before the H ouse.
When BCC chief engineer (W est) Satyanarayana came forward to provide statistics on the status of various works, the Mayor took him to task.
Citing the works being carried out in Lingarajapuram as an example, Mumtaz said, "Y ou are always ready with stories when questioned about the delay in works. If the contractor fails to execute the job , he should be blacklisted. There is no progress in a majority of the works after they are inaugurated. If you fail to do your duties, you will be dealt with seriously ." " T h e ground breaking ceremony for asphalting the Kammanahalli Main Road in Lingarajapuram was performed on Dec 26, 2005. But the work is yet to begin," she pointed out.
"The BCC has allocated hundreds of crores of rupees for developing roads. Even after three years, works under package one are yet to be completed. Who is responsible for this? The officials are not executing the job as per the resolutions passed in the Council," ruling leader H Ravindra said.
Seconding Ravindra’s s t a t e m e n t , f o r m e r mayor P R R a m e s h urged the Mayor to set a deadline to BCC Commissioner K J othiramalingam to inform the H ouse about the progress of various development projects including road works. "M erely announcing rewards to those who find potholes on City roads won’t help ," he said.
Chamarajpet corporator Kokila Chandrashekar informed the House that only 10 per cent of the asphalting works that had been taken up in her ward, at an estimated cost of Rs 75 lakh, had been carried out in a year and that they were of substandard quality . Earlier , K okila staged a protest for sometime in front of the Mayor’s chair , seeking an opportunity to speak.
Replying to the issues raised in the Council, the Mayor directed the commissioner to complete the tender processes of all road works within a month. She said a special meeting would be convened to review the progress of various projects in March. She cautioned the commissioner to provide proper details about the works and initiate stringent action against erring officials.
