The 74th Amendment provides for constituting a Metropolitan Planning Committee (MPC) for urban areas with multiple municipalities.
With talks on to amalgamate the seven CMCs and one TMC with the Bangalore City Corporation, under the Greater Bangalore Authority , the setting up of a body like the MPC has become a necessity as it provides for participation of the civil society/ private sector .
So far , the MPC has not been institutionalised anywhere except in Kolkata.
V Ravichander, , CEO Feedback Consulting and former BA TF member It is nice to know that Chief Minister H D Kumaraswamy is having an open mind and values the idea of public private partnership (PPP). If the government is considering setting up a Development Committee, it should first accord importance to the setting up of an MPC, which is mandated in the 74th Constitutional Amendment Act.
Though having PPP is important, it need not be on the lines of BA TF . It can have a different set of people. The Development Committee should accord importance to integrating all the civic agencies as each is floating on its own.
Swathi Ramanathan Co-founder , Janagraha The setting up of a Development Committee, whether on the lines of the BA TF or otherwise, should first and foremost give priority to co-ordination between various law enforcing agencies and service providers.
Local residents should be involved in the committee and it should function on the guidelines of the approved CDP and implement its provisions strictly . The BA TF did not function the way it had to. It overruled the provisions of the CDP . The Development Committee should look into the revision of the CDP . Unless local people are involved, no committee can bring about a change.
P Suresh , member CIVIC The Development Committee should seriously focus on providing quality roads in the City and monitor the same. Secondly , it should draw up guidelines for effective traffic management.
For the committee to function effectively , sub-committees or groups at ward levels should be constituted with the involvement of local corporators and residents’ welfare associations.
If the new Chief Minister is really concerned about the development of the City , he has to live up to his words by implementing what he says.
