BCC To Issue Ad Hoc Sanction; Final OK If Rules Are Followed

Bangalore: Planning to construct a house? You won’t get sanction of your building plan, as is done now. All you will get is a provisional one.

The Bangalore City Corporation is coming out with stringent norms to bring down rampant building violations, in the wake of the Koramangala slap from the court.

Come November, all building plans — residential and commercial — will get only a provisional sanction. The final sanction will be given after completion of the construction only if there are no deviations from the original plan.

At present, the owner gets a commencement certificate, and a completion certificate. Following a public outcry that only greasing palms got them the certificates, the BCC has decided to introduce this move.

Here is what the owner needs to to: He has to approach one of the four citizen service centres in Bangalore or the revenue office in his ward. The revenue and engineering officers will inspect the blueprint and issues a provisional sanction. Then, the revenue officer inspects the construction in progress thrice. The final sanction will be granted after the building is completed.

Explains a BCC engineer, who interacted with commissioner K Jothiramalingam on the new process: “The provisional sanction can be given in 15 minutes if everything is in order. But for revenue layouts, it’ll be issued after field inspection.’’

To facilitate issuing of sanctions and field inspections, the town planning assistant director will have an office with revenue inspectors.

The BCC has imported the idea from the Reno City Corporation, which issues sanctions through the Single Permit Centres. The BCC hopes the new initiative will narrow the gap between the working and sanctioned plans. Also, the BCC is confident this will make them legally strong in case of violations.
