DAY FIVE RESIDENTS’ WELFARE ASSOCIATIONS SPEAK OUT BANGALORE SOUTH ZONE 51 WARDS
Bangalore: For the past four days, we did ground work on problems facing one of Bangalore’s biggest zones — Bangalore South. The series had a reality check on various issues, including roads and infrastructure, solid waste management, health, water and sanitation issues.
On the culminating day of the civic issues at Bangalore South, TOI spoke to several Resident Welfare Association (RWAs) members, who are the eyes and ears of the locality.

One of the suggestions we would like to make is to let the Resident Welfare Associations take care of maintenance of the area. When our area was under BDA a few years ago, we once experimented with it and realized that it was a great idea. The people’s association takes care of grievances and finally, the BDA reimburses the amount spent on the area.
When people participate in the issues in the area, work is done more sincerely, unlike outsiders, who do it for the sake of doing it. The new elected members should think of ways to implement their plans properly in the areas.

What we want from officials is speedy completion of work. We’ve had enough of projects and civic facilities under way, none of them are completed in time. The construction period is a nightmare for residents. They need to cut short the cycle time. We have had issues with contractors too. We need the elected body to supervise them and ensure quality work. Moreover, there should be better cooperation between the different departments. If we have a problem with the drains, BBMP says it comes under the health department. The health department asks us to approach the BBMP engineers. We need to go from pillar to post to address one issue.

We suggest that the newlyelected members conduct a grievances meet in specific areas. The member needs to come to the area and study the problems. If they can come to all these areas to campaign for elections, why can’t they come after they are elected? The meeting can be held once a month. It would help solve all the civic issues in the area, including garbage, poor quality drinking water and stray dogs.

Ejipura is one of the newlyadded areas and hence, there are a lot of niggling issues, especially water supply. Once our councillor is elected, we urge him/her to look at our water woes and make sure there is equal distribution of water even among newlyadded areas.
Another area of concern is the stray dog menace and garbage. I think there is a lack of coordination between health officials and the environment cell in BBMP, as both keep passing the buck about garbage collection issues. I think an elected representative should look into these issues.

While our road conditions have improved in the past couple of years, there are other problems which persist. For example, the issue of garbage. I think there should be a single agency for garbage collection, involving both residential and commercial establishments. Another big problem is that of the stray dog menace. Though officials claim various programmes to tackle the menace, we have found the number of stray dogs is increasing, which raises doubts about these projects.
Our suggestion to our elected representatives at the ward level, would be to keep in touch with people and be more accessible to RWAs as they represent the locality.

Our complaints in Ward 50 (now Ward 143 and 153) are the usual ones — like garbage clearance, stray dogs, cattle, monkey menace, vendor menace etc., common to every ward. Regarding Tagore Circle underpass, it is unfortunate that BBMP has not learnt a lesson even after the National College flyover mess. This underpass, if at all completed, will encounter a greater problem at DVG Junction, as vehicles will flood the narrow DVG Road, where there is no scope whatsoever to widen the road. I hope they stop this work and restore KR Road to its original condition. After the election, we do hope our elected councillor will help get our grievances attended to by bureaucrats.
