The government would make efforts to bring in necessary modifications (as demanded by people) in the Sakrama legislation.

“The process needs at least five to six weeks’ time, as the modified rules have to be published calling for public objections. Based on the changes made, people can later file their applications till March 31, 2008,” Krishnakumar, one of the governor’s advisors, told reporters here on Tuesday.
Breathing time
This means, according to Krishnakumar himself, people need not rush through to file applications under the scheme now. “Our aim is to provide some breathing time for people. We will ensure that the rules are modified well within time so that people get enough time to file applications,” he stated.
“The government will look into all issues raised against the scheme. It may be the penalty amount stipulated under the scheme or other technical issues... We will give people an opportunity to raise their objections, if any, to the modifications that will be brought in,” the advisor said.
HC stay
Earlier, the divisional Bench of the HC comprising Chief Justice Cyriac Joseph and Justice Ashok B Hinchigeri while delivering its interim order in the jam-packed court room, observed: “The fate of the applications will depend on the final decision on the PILs on the issue.”
The petitioners have pointed out certain anomalies and irrationalities in the statutory provisions as well as the scheme, and the issues raised deserve and require serious consideration by the court, the bench said.
“In such circumstances, we are of the view that it is just and proper that the implementation of the scheme of regularisation contemplated under the impugned provisions of the Act and Rules, is kept in abeyance till the matter is examined in detail in these writ petitions,” the bench concluded.
